GPRTU Indicates Possible Fare Increase Due to Emissions Levy Act, 2023


The Emissions Levy Act, 2023 (Act 1112) may result in higher fares, according to the Ghana Private Road Transport Union (GPRTU).

The government has implemented the emissions levy tax, despite having earlier postponed a scheduled 20 percent fee hike in January owing to intervention by the Transport Ministry.

According to the government, the emissions levy's goal is to lower vehicular carbon emissions. The GPRTU, however, has voiced displeasure with the emissions levy tax's adoption and has stated that it will forward the expense to passengers.


Abass Imoro, spokesperson for GPRTU, shared with JoyNews that despite engaging in discussions with the Transport Ministry and the Finance Minister to address the issue, the tax was implemented against their wishes. He pointed out that the government's decision to enforce the emissions levy tax has added to their existing challenges.


In response, Mr. Moro said, "We explained to him and he said if that is the issue, then, of course, he will look at what to do about it. So if nothing has been done and today the implementation has taken place, we won't say much than to add it to our new fares we are working on."

Meanwhile, the Okada Riders Association of Ghana is gearing up to petition the Ghana Revenue Authority (GRA) over what they perceive as an unjust imposition of an emission levy on its members.

The association emphasized that they were not informed about such a levy and stressed that the government should have consulted with them to gauge their opinion on its impact.

Expressing concerns about how the emissions levy will affect them, the association highlighted that the tax represents a significant financial burden and urged the government to address this issue.

The Okada Riders Association affirmed their intention to formally address both the government and the GRA regarding the specified amount and urged them to take action.
